Abstract:
This chapter was an invited review of educational evaluation - the authors the only non-US to be commissioned for this volume. It is founded on a comprehensive survey of theoretical contributions to the field and is exemplified by a report of a national evaluation of which Kushner was Co-Director. Key themes are (a) how programme evaluation has adapted to social and theoretical change, and (b) the endurance of democratic obligations. The originality of the paper is based on a review of diverse programme perspectives which, itself, is an extension of an analysis given by House of the development of evaluation as a social institution and academic discipline. Kushner wrote the paper.
