Introduction The past two decades have seen significant changes in the approach that regulatory authorities take towards network industries, such as railroads, electricity, natural gas, post and telecommunications. These networks, until recent changes in policy, were usually vertically integrated firms with significant monopoly power. Traditionally these firms were either governmentowned and operated or strictly regulated. |
