Abstract:
ICT has a significant impact on many aspects of life. It triggers government to transform its paradigm into e-Government in order to provide better business process externally and internally. Despite the potentials, opportunities and benefits yielded from e-Government development, many implementations have experienced failure, especially in developing countries. Failure costs are high; therefore, understanding the factors of e-Government success and failure are very important. One of these egovernment initiatives in the Indonesia context is e-Procurement. This program has evolved successfully embracing all barriers and challenges. This thesis aimed to investigate two areas. Firstly, it seeks to understand critical barriers/challenges that influence the success and failure of an e-Government implementation. Secondly, it attempts to evaluate the critical success factors that influenced e-Procurement initiative. Employing a qualitative interpretive method, this study explored the perceptions of 9 interviewees across 4 ministries within the Indonesian central government. The interviews were analyzed using a content analysis tool, and mixture of frameworks. It extracted their wisdom about e-government, and explored their views of eprocurement. By realizing the complexity of e-Government, this thesis considers multiple factors to be analyzed to get more comprehensive insight. The result of such analysis draws clear insights into the challenge factors faced by egovernment, and the success factors found in the e-procurement implementations in the Indonesian context. Its findings indicated that there are four inter-dependent aspects that determine success and failure of e-Government implementation. These aspects also imply the critical success factors of e-Procurement.
