Abstract:
"E tipu e rea" is the examination of the process used by the author when designing a Taiohi
Maori Development Package under contract to the Ministry of Youth Affairs. The thesis
provides a discussion on the imperatives for such a package. It also presents a variety of
perspectives on youth development and specifically a theoretical framework for taichi Maori
development that is based on thewhakataukii that guides the thesis. The process methodology
based on the concepts in the theory of te ira roopu and participation are presented followed by
some of the work completed that is presented as evidence of what can be achieved. The
process is then examined. Perhaps most significanlly is that the thesis uses concepts in tikanga Maori as the theoretical background against which the work is presented, examined and for
comparative analysis with western perspectives.
