dc.description.abstract The presentation explores how planning acts as an enmeshed mechanism in norms, values and responsibilities which, defined by state and hegemonic ideology. Therefore, planners cannot take responsibility for their plans and decisions. They often simply back out of their responsibilities by blaming the state or other planners for the consequences of their actions. Finally, it investigates the potentiality of an alternative for planning. en
