dc.description.abstract	Monetary redress programs that respond to injuries suffered by survivors of out - of - home care are increasingly common and very expensive. This article’s distinctive contribution is to approach these redress programs as a form of social policy. Both survivors and states have interests in the operation of redress programs. Some of those interests are mutually compatible, but there are obvious conflicts as well. The article concludes by advocating a strategy for resolving an illustrative conflict	en
