dc.description.abstract Research of statutes, regulations, and antitrust enforcement actions in all fifty states identified five states – California, Connecticut, Massachusetts, Pennsylvania, and Rhode Island – with the most robust legal frameworks to prevent anticompetitive healthcare provider consolidation. This report describes the legislative, regulatory, and litigation activities by these five states and then identifies five practices that state policymakers should consider to enhance oversight of healthcare consolidation in their own state.
