Abstract:
The history of secondary education in New Zealand from the period of British colonization in the nineteenth century to the present day has been punctuated by critical policy decisions based on beliefs about equal opportunity of access to education and based on arguments about administrative effectiveness and the value of market-driven competition to encourage excellence.
