Abstract:
This literature review serves two purposes. It constitutes Phase One of the ‘Workforce Development, A Study of Pacific non-regulated workers’ study and informs the development of Phase Two of the same
study. It is also intended as a stand-alone publication and contributes to existing literature on the Pacific non-regulated workforce (PNR) in New Zealand.
The findings from the PNR study will assist in the development and implementation of the Ministry of Health (MoH) and Health Research Council of New Zealand’s (HRC) strategic plan for the non-regulated
health workforce in New Zealand.
