The paper argues that the Treaty settlement process and the parliamentary process (ie. using statute law) are providing Hapu and Iwi with the means to re-organise their governance in a modern form which sits alongside and influences both central and local governments. Thus the major tribes have effectively become a third order of governance within Aotearoa New Zealand. |
